Pick from two youth sizes:
Toddler (6-6 3/8) circumference is 19.5" not stretched. Youth (6 1/2-6 3/4)

Measure the circumference around the head, above the eyebrow and at the widest part of the head. Divide number by 3.14 for hat size.
